Digital Services Delivery (DSD) programme – outline business case and next phase funding
The majority of the DSD Programme was ready to move into delivery from May 2023. The part of the work under discussion focused on TPR’s obligations to its regulated community. It would build and run over eight years and enable TPR to collect the data needed to regulate. The team were looking for Board to support the principle and scale of the investment required over this time, and for Board’s commitment to the initial stage.
The team provided examples of what other public sector organisations have spent on digital programmes, confirming that TPR's business case was in line with these norms.
After discussion, the Board approved the DSD outline business case, and drawdowns for specific phases. It noted that future approvals would be required in line with a specified governance schedule.
The Board also approved the award of a new contract to Kainos Software Ltd for an initial period of four years.
