Role

Our Digital, Data and Technology (DDaT) department is driving transformation at TPR to deliver positive outcome for savers across the UK. We’re building a series of value stream-aligned service teams and supporting platform teams to deliver external and internal services. These teams will work in a user-centred, agile way to deliver better services while securing sensitive data and maintaining stability.

After some great and exciting successes experimenting with long-lived, value aligned teams we’re now broadening the approach to cover more of the services (internal and external) provided by TPR to protect pension savers.

We are forming four new, long-lived teams. We are looking for delivery managers to help guide and coach these teams through establishing themselves, delivering value consistently and then working to improve that delivery as a team.

We can support you with your growth and development by providing training through Microsoft Enterprise Skills Initiative, Pluralsight and Udemy, keeping you up to date with the latest technologies.

Responsibilities

As Delivery Capability Lead, you’ll be responsible for the following.

  • Agile and lean expertise. Embed agile and lean values and principles, guide teams, measure outcomes, and advocate for continuous improvement. Encourage a mindset of experimentation, resilience and be able to think outside the process when needed. Advocate for modern value delivery approaches, not just in your team but across the wider organisation.
  • Team leadership and problem-solving. Build and motivate teams, foster a positive working environment, and tackle challenges using an agile mindset. Focus the team on what is most important to the delivery of products and services. Identify obstacles and help the team to overcome them.
  • Effective communication. Listen to stakeholders, manage expectations, and facilitate discussions across technical and non-technical audiences. Clearly and effectively moderate discussions on topics that may be high-risk, complex and need to take place within constrained timescales.
  • Delivery and financial management. Manage value delivery, budgets, and escalate issues when necessary and manage risks. Report on team performance against the agreed delivery metrics. Contribute to and promote the design and implementation of the ‘DDaT Ways of Working’ approach to value delivery.
  • Product lifecycle and third-party management. Ensure government service standards are met at each phase, and manage relationships with contracted suppliers. Balance supporting production, technical debt, and new feature delivery; and guide the team to the right mix.
  • Process optimisation. Identify and address inefficiencies (both inside and outside the team), coach teams (across the organisation) on process improvement, and implement new workflows.

Essential and desirable criteria

Essential

  • Expert experience in applying agile and lean principles with the ability to coach and guide teams, continuously reflecting and challenging teams, create and tailor new ways of working, and constantly innovate.
  • Proven leadership and mentoring experience with the ability to manage value delivery, budgets, issues and risks, and flow metrics.
  • Demonstrable stakeholder management and ability to manage and mediate relationships, manage discussions about high risk and complexity to technical and non-technical stakeholders, and represent the community inside and outside of the organisation.
  • Practitioner level experience in strategic supplier management and able to identify and negotiate appropriate frames and suppliers, balance supporting production, technical debt, and new feature delivery.
  • Expert ability to identify and address inefficiencies, continuously look to add value and can coach the organisation to inspect and adapt processes.
  • Practitioner level experience in product lifecycles, able to recognise the appropriate deliverables and identify the right people to meet them, plan and engage with the appropriate stakeholders at the right stage in the project.
  • Excellent understanding of modern technologies and architecture design, particularly event-driven and domain-driven architecture and associated technologies.

Desirable

  • Experience of the Government Service Standard and taking a service through the lifecycle.
